В статье рассмотрены особенности процесса формирования информационного общества в мире и представлены результаты анализа соответствия национальных статистических систем учета отдельных государств международной методике. Методы, используемые для определения уровня развития информационного общества, важны для разработки дальнейших рекомендаций по повышению эффективности государственного управления в данной сфере. Акцент сделан на том, что для принятия верных управленческих решений необходимы адекватные системы учета и статистики основных показателей развития информационного общества. Также авторами предложена усовершенствованная модель, которая раскрывает существующие взаимосвязи, инструменты и механизмы информационно-коммуникационного взаимодействия государства, общества и бизнеса в современном информационном обществе. Отдельно рассмотрены теоретико-методологические вопросы, характеризующие методологию, которая применяется Организацией Объединенных Наций для расчетов основных показателей уровня развития информационного общества. Проведен сравнительный анализ европейских статистических показателей и индексов. Авторы исследуют готовность национальных правительств в использовании информационно-коммуникационных технологий при предоставлении государственных услуг и внедрении электронного правительства. Особое место занимает изучение влияния этого процесса на изменения и специфику государственного управления в новых общественных условиях
The article describes the features that characterize the process of formation of information society in the world. The article presents the results of an analysis of national statistical accounting systems of different states to international methodology. We use the methods for determination the level of development of information society in the country. The methods are important for the elaboration of further recommendations of increase the efficiency of public administration in this area. Accent is made on the next position. The good management decisions require adequate facts, accounting systems and statistics of major indicators. Also, the authors propose an improved model that characterizes the relationship, existing tools and mechanisms for information-communication interaction between the state, business and society in the modern information society. The theoretical and methodological aspects for the calculation of the basic indicators of the development level of the information society that used by the United Nations are given in the article. The authors made the comparative analysis between the statistical indicators of some European countries. The authors analyze the readiness of national governments to use of information and communication technologies in providing of public services and E-government implementation.Special attention paid to the study of the influence of the changes and peculiarities of public administration process in the new social conditions
