The scientific journal "Philosophical Problems of Information Technologies and Cyberspace" is a scientific publication officially registered with the Federal Service for Supervision of Communications, Information Technology and Mass Media (Certificate of registration of mass media EL No. FS77-50786).

The journal is governed by the Open Access policy under the Creative Commons Attribution-NoDerivs License CC BY-ND.

The publication is included in the Russian Science Citation Index (RSCI) and is presented in the Scientific Electronic Library in the open access, on the open platform of the scientific electronic library Cyberleninka.ru, in the electronic library system IPRBooks

The journal is indexed in the international databases UlrichsWeb, EBSCOhost, as well as in the CrossRef repositories. Published articles are assigned a unique DOI.

The history of the journal is primarily associated with the obvious growth of interest in the Russian academic community in the humanitarian interpretation of the rapidly developing information technologies and the socio-economic consequences of their application to all areas of human life. From the traditional field "Philosophy of Science of Technology", a separate direction has emerged, associated with the philosophical problems of computer science and technology. This direction needed its own periodical journal, capable of reflecting  actual research in this area.

The first editions were published in 2010 as collections of scientific articles issued following the results of the International Conference "Philosophical Problems of Information Technologies and Cyberspace", regularly held on the basis of the Pyatigorsk State University. It has been published in the status of a scientific journal since 2012.
