Abstract

A social assessment (technology assessment) of the challenges of digital reality is carried out on the example of the COVID-19 pandemic case in the «smart city»; the analysis of emerging emergent effects in the implementation of digital technologies in the crisis, and the dilemmas inherent in the smart city in this regard is carried out. The methodology of cyberphysical systems crisis modeling and intelligent infrastructures has been developed. Approaches for building a promising system of ethical and axiological regulations and possible compensatory mechanisms for adapting society and people to the challenges of digital reality in conditions of uncertainty and fragility are outlined; cognitive sociotechnical models for managing the processes of digital reality have developed and ways to build roadmaps for their implementation are outlined.
